Google Ads Conversion Tracking: The Complete Setup Guide

Google Ads conversion tracking records the actions that matter after an ad click, such as leads, calls and purchases, so you can see cost per result and let Smart Bidding optimise. Set it up with the Google tag or GA4 import, mark only real business outcomes as primary conversions, add enhanced conversions, and import offline sales or qualified leads where possible.

Why Tracking Comes Before Everything Else
Without accurate conversion tracking, Google Ads optimises blind. Smart Bidding strategies such as Maximise Conversions and Target CPA learn only from the conversions you send them. If you track page views or button clicks as conversions, Google will find more people who view pages and click buttons, not more customers.
Proper tracking is the first thing any serious Google Ads management setup fixes, because every budget and bidding decision depends on it.
The best setups send online conversions and real sales outcomes back to Google.
Choose the Right Conversions
| Conversion | Primary or secondary | Why |
|---|---|---|
| Purchase | Primary | Direct revenue, use real order value |
| Lead form submit | Primary | Core outcome for service businesses |
| Calls from ads and website, over a set duration | Primary | Filters out short or accidental calls |
| Qualified lead or closed deal from CRM | Primary when volume allows | Teaches Google what a good lead looks like |
| Add to cart, begin checkout | Secondary | Useful signals, not the goal |
| Page views, scroll, time on site | Secondary or none | Too weak to optimise toward |
Primary conversions are used for bidding and reported in the Conversions column. Secondary conversions are observed only. Keep the primary list short and tied to revenue.
Setup Methods
| Method | Best for | Notes |
|---|---|---|
| Google tag with Google Ads conversion actions | Most websites | Most direct and accurate for Ads |
| GA4 key events imported into Google Ads | Teams already using GA4 well | Convenient, but attribution and timing can differ |
| Google Tag Manager | Sites with many tags and events | Flexible, easier to maintain |
| Call tracking | Phone-led businesses | Use Google forwarding numbers or a call tracking tool |
| Offline conversion import | Lead generation with a CRM | Upload qualified leads and sales against the click ID |
Step by Step Setup
- List your business outcomes. Decide which actions represent real value and what each is worth.
- Install the Google tag on every page. Directly or through Google Tag Manager.
- Create conversion actions in Google Ads. Set category, value, count setting and attribution model for each.
- Fire conversions on the true success point. A thank-you page or confirmed form submission, not the button click.
- Turn on enhanced conversions. Send hashed email or phone from the form to improve matching.
- Capture the click ID. Store the GCLID with each lead in your CRM for offline imports.
- Set up offline imports. Upload qualified leads and closed sales daily or weekly, manually or through an integration.
- Test everything. Use Tag Assistant and test conversions, then check that Google Ads shows them as recording.

Common Tracking Mistakes
- Counting every page view of a thank-you page, including refreshes and bookmarks
- Marking micro actions as primary, which inflates results and misguides bidding
- Double counting by importing GA4 events and using the Google tag for the same action
- Leaving default conversion values, so value-based bidding has nothing real to use
- Never reconciling Google Ads conversions with leads and sales in your CRM
Setting Conversion Values
Values tell Google which conversions matter most. For ecommerce, pass the real order value dynamically. For lead generation, estimate a value per lead using your close rate and average deal size: if one in five leads becomes a customer worth 2,000, each lead is worth roughly 400. Give qualified leads and closed deals higher values when you import them. With realistic values in place, you can move from Target CPA to value-based bidding such as Target ROAS and let Google chase the most profitable customers.
Reconcile Every Month
Once a month, compare the conversions Google Ads reports with the leads and sales recorded in your CRM for the same period. Small gaps are normal because of attribution windows and consent. Large gaps mean something is broken: a tag firing twice, a form that stopped sending, or a campaign driving spam. Catching this early protects your budget and keeps bidding honest.
Accurate tracking also lets you judge campaign types fairly, for example in Performance Max vs Search tests, and benchmark your results against Google Ads cost by industry.
Frequently Asked Questions
Should I use GA4 or the Google Ads tag for conversions?
The Google Ads conversion tag is usually the most accurate for bidding. GA4 imports are fine if your GA4 setup is solid, but avoid tracking the same action both ways as primary.
What are enhanced conversions?
A feature that sends hashed customer data such as email from your conversion page so Google can match more conversions to ad clicks, improving accuracy.
Do I need offline conversion tracking?
If you generate leads and close sales offline, yes. It lets Google learn which clicks became real customers, which usually improves lead quality.
How do I know tracking is working?
Run test conversions, check Tag Assistant, confirm conversion actions show as recording in Google Ads, and compare monthly totals with your CRM.
